B. Updated Commentary
Further to KQU 3934 of 4.6.26, being an important matter, we would inform you about SRO 914(I)/2026 - the Federal Board of Revenue is pleased to declare M/s International Cargo Terminal Pakistan (Pvt) Ltd., Karachi, an Off-dock Terminal, measuring 20 acres of land, situated at Phase II, Block A, From K-28, Trans Lyari, Hawks Bay. Karachi, to be a customs-port for clearance of goods or any class of goods in less-than container load and full container load (Attachment 308.1) in ensuing paragraph, with emphasis ours in bold & Underline for quick reading.
2. In exercise of the powers conferred by clause (a) of section 9 and section 10 of the Customs Act, 1969 (IV of 1969), the FBR is pleased to declare M/s International Cargo Terminal Pakistan (Pvt) Ltd., Karachi, an Off-dock Terminal, measuring 20 acres of land, situated at Phase II, Block A, From K-28, Trans Lyari, Hawks Bay, Karachi, to be a customs-port for clearance of goods or any class of goods in less-than container load and full container load imported or to be exported through Karachi Port and Port Muhammad Bin Qasim and to specify the following to be the limits of the aforesaid Off-dock Terminal, namely:
(a) to the North: Dual Carriage Median Road;
(b) to the South: 200 feet road, next to Hawks Bay Road;
(c) to the East: Pak Millat Custom Bonded Warehouse; and
(d) to the West: Dual Carriage Main Road and a storm water drain.
3. The commencement of cargo operations on the aforesaid Off-dock Terminal shall be in accordance with the relevant Standing Orders to be issued by the Collectorate of Customs, Appraisement (West), Karachi, in consultation with the Collectorate of Customs (Exports), Karachi, after complete fulfillment of all the requirements set out in rule 554 of the Customs Rules, 2001.
C. KC Views & Recommendations
Owing in increase in CPEC load and reduction in UAE port work, we appreciate the FBR for the above action, which will increase Govt Revenue and better for the Economy.
